911事件後，恐怖活動不同於以往的攻擊模式，除了現存的團體、組織型恐怖攻擊外，亦出現了個人式的恐怖攻擊，也就是「孤狼式恐怖主義(Lone Wolf Terrorism)」的興起。此外，恐怖勢力已逐漸朝向本土化、小型化、單獨化及隱蔽化，藉以規避該國政府高壓打擊，甚至不會引起關注。國軍為因應未來超越常規的國家安全威脅，應持續強化危機處理機制功能及反恐制變專業能量，精準掌握威脅因子行蹤，達成反恐制變任務。

Terrorists have different types of attack after 911. Some of them are well organized as a group; some of them are individuals, which are so-called lone wolf terrorism. In addition, terrorist attacks have been gradually toward localized, small-size, individualized, and concealed. They try to avoid the counter actions, which come from local governments. The governments cannot identify them out before they take actions. Taiwan's Armed Forces should improve the function of crisis management mechanism and professional capability of anti-terrorism in order to precisely control threatening elements and also accomplish anti-terrorism mission.
