三十年前，台灣經濟發展原以農業為主，然而適時適切的農業政策的推行帶動了整個農業的發展，並進而促進了經個經濟發展。論功行賞，農業政策之確當與實施，首居捷功有著不可磨滅的顯著性貢獻。仔細地分析起來，台灣農業發展仍根源於土地改革為發端而起步的。台灣農政的改革辦法首推三七五減租的實施，目的在減少佃農繳納地租的負擔，並且立法訂約保障佃農地契租期，在直接地來說使佃農收益增加，進而提高農民之生產意願與興趣。
