The problem of juvenile delinquency in Taiwan tends to be serious day by day, which not only raises rapidly in number, but also expands in spectrum. So far as this society is concerned, it is an alarm; in the case of the judicature is concerned, it is a red light; in view of the education is concerned, it is also a hurricane. According -to the crime statistics of 1985 made by the Criminal Investigation Bureau of National Police Administration of Ministry of the Interior, the average rate of juvenile delinquency in Taiwan is 34.5% for each day, and there is a juvenile delinquency every forty minutes, and juvenile delinquents are over 25% of all criminals. These are enough to prove that the problem of juvenile delinquency has become one of the central social problems here in Taiwan and is worth noticing. In addition to this, two thirds of the delinquencies are larcenies,So we shall put stress on the juvenile larceny. The main purpose of the study was* to investigate the characteristics of juvenile larceny and the related characteristics of its offenders. The sample used were juvenile offenders of larceny (first-time or repea ted ) under probation in Taitung. The finding of the study were as follows: 1. Larceny was the most common type of juvenile delinquency during recent years. 2. Juvenile larceny had been increasing in rate among juvenile delinquencies. 3. Female juvenile larceny tended to be increasing in number slightly. 4. The age structure of juenile larceny revealed to be lowering. 5. The number or rate of juvenile larceny did not change with the shift of seasons. 6. Juvenile larcenies tended to center in large cities 7. The educational level of most juvenile offenders of larceny was junior high school (either students or drop-outs ). 8. The family socio-economic status of most juvenile offenders of larceny was low. But the data also indicated that the SES structure tended to be changing during recent years. To put it more specifically, the motives of juvenile larceny seemed to change from the state of want to the motive of leading a luxurious life. 9. The causes of juvenile larceny were due to improper attitudes or procedures of child rearing and the inselectiveness of making friends. 10. Most of the pre-delinquents took or injected narcotels, such as cannabis, mescaline. In addition to this, they tended to take part in various gangs whose members often brought swords or guns without proper reasons. The phenomena mentioned above were inceasing by now. The suggestions made by the writer on the findings of the study were: 1. To the family: The parents should lead a normal and healthy life without gambling, smoking or indulging in excessive drinking. The couple should get along harmoniously, love and take care of their children, and let them feel that they are living in a happy and lovely family. 2. To the school: The methods of education should put much stress on vocational training, the cultivation of morality, the development of group consciousness, and pay more attention to the functions of guidance. 3. To the society: The arrangements of childrench39rs welfare should spread to every cornor of the island. The standard for evaluation should be uplifted. The capacities of the workers should be enhanced. The publication of harmful books or paintings should be prohibited. Families, schools, welfare and crime prevention institutions and all the members of the society should get in contact with one another uniting in one to eliminate all kinds of crimes.
