The rapid social change and technological advancement in the past decades brought about a new society. In keeping with this eventful occurence, the children's libraries must search for a new mode of administration and management, so it may effectively serve its clientele. This essay states, firstly, the importance of putting more emphasis on the basic research and development of children's services on the part of the library administration, and in the meantime urging children's librarians to apply those research results to their services and to take the new development in stride. Secondly, it points out the traditional concept of children's services simply “bringing children and books happily together” is now no longer sufficient in the changed environment; the new mode requires that the services must operate within the framework of the whole library system, children's room or department is after all an integral part of the organization.
