The Academic libraries in the United States of America always play the important roles, take the educational responsibilities, as well as carry out the practical functions which facilitate the higher education systems in the United States. This paper means to focus on the issue of the user instruction in academic libraries, therefore, the study scrutinizedly emphasizes from the history and development of the academic libraries, throughout current status to the future promotion. It also includes the discussion from retrospective and prospective points of views to analyze the relationship among the higher education, the influences to the higher education which stem from the libraries responsibilities to the higher educational organizations. This paper applies the academic libraries in the United States as the exemplifications which not only makes the comparison with those libraries in the R.O.C, but also submits several points in future developing aspects.
