This paper is to construct a hierarchical structure for urban environment evaluation system by use of brainstorming method, which is one of group decision making methods. Physical surveys in Taipei city is then conducted to monitor the prevailing environmental states. Through the evaluation of questionair's responses, an environmental evaluation model is constructed through an integration of Analytic Hierarchy Process (AHP) and scores transformation to analyze the value recognition of the living environment of residents in each administrative zone. From the results of the empirical study in Taipei City, local government can determine the priority of urban environmental improvement programs based on these results.
