本文在於探討何謂科學的行政，而所謂供做行政實施基礎的科學思考方式又是什麼?全文分成：（1）科學行政之應有態度，（2）何謂細膩的行政，（3）政策行政與實施行政，（4）都市計畫中動態因素的作用，（5）豐富程度的計測方法，（6）有關社會行為的預測等六部份。最終均目的乃期能提供提攜計畫行政諸人士，在研擬可行方案時，可據以為做何謂科學性判斷，何謂常識性判斷的一種參考範例，俾利於計畫行政的推動，並得以提升計畫行政的層次。

This paper investigates the so called "scientific administration and scientific thinking", which can offer the foundation of administration come into effect. The whole passage contains six parts: (1) Attitude of scientific administration, (2) What is a solid administration, (3) A policy administration and operational administration, (4) Dynamic factor for urban planning, (5) Measurement of citizens satisfaction, (6) Prediction of social behavior, etc. The final purpose of this article is to provide the planning administration a good example as well as a reference, for distinguishing between scientific judgement and practical judgement, in preparing feasible alternatives.
