本文試圖提供戰後臺灣之城鄉關係變化中都市問題之分析與都市實踐之策略性假說。本文首先由臺灣都市化過程中投機城市之建構，指出世界城市與非正式城市併存之趨勢，以及，臺灣都市問題的多重向度特性。然後，由都市矛盾與都市政治之互動，由都市社會運動推動了臺灣的草根民主計劃，指出市民城市之建構及其弱點。最後，就臺灣市民社會之困境，提出以地方政府進步的都市政策做為著力點之都市實踐假說，這也是一個由依賴城市轉向市民城市之計劃。

This essay attempts to provide an analysis of the urban questions and a hypothesis of the urban praxis in Taiwan. At first, it points out the trends of the coincidence of the world city and the informal city, and the mutidemensional urban problems in Taiwan through the elaboration of constituting process of "the speculator" city in the urbanization of Taiwan. Then, through the interaction between the urban contradictions and the urban politics, the author also points out that the urban social movements upgrade the project of grassroots democracy in Taiwan, and this situation provides possibilities in the social political process of the construction of a city of citizens. Finally, this article proposes a urban hypothesis for the weaknesses of the emerging civil society of Taiwan and a strategic role of democratic local governments and their progressive urban policies in Taiwan, that is, a project of transformation from the dependent city to the city of citizens.
