In view of the rapid escalation of the cultural and acade-mic interflow between both sides of the Taiwan Straits inrecent years and the role of the library as an important organi-zation for keeping the cultural records and offering academicinformation, the interflow and further cooperation amonglibraries on both sides of the Taiwan Straits have thus beenmostly excepted by cultural and academic circles. In order to examine the feasibility of the interflow andcooperation among libraries and in the field of informationscience on both sides of the Taiwan Straits, editors of thisjournal have chosen the theme "How to Promote the Libraryand Information Science Development on Both Sides of theTaiwan Straits" and have invited twenty-one library expertsfrom mainland China, Taiwan, and the United States toaddress on the said theme respectively with a paper in thehope that through such joint efforts valuable personal opinionsand suggestions in various aspects and from different view-points will be made available for practical reference. The consensus arrived at analytically by these contribu-tors is that it is essential to embark on the interflow andcooperation among libraries and in the field on information science on both sides of the Taiwan Straits with concreteproposals summarized as follows: 1. The interflow and cooperation among libraries andinformation science circles on both sides of the Taiwan Straitsshould be positively carried out to the effect that an ad hoccommittee or a cooperative organization should be formed tobe in charge of planning and research as well as the promotionfor such purposes under the substantive conditions acceptableby both sides. 2. The mutual interflow should be conducted on thebasis of the "culture-to-culture and politics-to-politics" principle for the purpose of promoting the Chinese culture andexchanging academic information; highlights of such cooperation should be worked out with the following projects included: the establishment of the relationship for the informationexchange and the inter-library loan; cooperative compilationof various catalogs; unification of the terminologies in libraryand information science; research on the systems of the libraryeducation; cooperative compilation and publication of booksand periodicals; mutual goodwill visits; and the sponsorship ofrelated seminars and conferences. 3. The interflow between both sides should be undertaken with mutual respect, equal benefits and sincere motiva tion so as to accomplish the long-cherished objectives for the said cross-strait interflow and cooperation.
