政策研究者與政策制定者之間的鴻溝早露社會科學家的研究主題，此領域中最著名的理論為二元社群理論。主張此理論的學者認為：政策研究者與政策研究體系之所以無法應用於政策制定者與政策制定體系在於他們分別處在兩種不同的社群立化。本研究以此理論為核心，擬探討的問題為：第一、以空氣污染流行病學為例，是否確實存在這種鴻溝?第二、如何連結環境研究者與環境政策制定者之間的鴻溝?為了達成此研究目的，作者蒐集自1960年至1990年，119項個案進行分析。本研究之有效信度高達0.95。本研究建構七項指標探索政策制定與政策研究之關係：基金來源、政策制定者之涉入程度、研究的貢獻程度、研究的政策取向、研究的效用程度、工具性與概念性的應用。最後作者並提出鴻溝彌補模式，以企圖連接政策制定與政策研究之間的鴻溝。本研究之完成有助於強化環境研究知識在環境政策上的應用。

A gap of policy researchers and policy makers has long been the topics of social scientists. The most prevalent theory foundin this field is characterized as two-communities theories. Authors who hold this view attempt to explain nonutilization in terms of the relationship of po1icy researchers and policy research system to policy make and policy making system. The questions under investigation in this study are: (1)Does the gap exist in the speciality of air pollution epidemiology? (2) How to bridge the gap between anti-air pollution research and policy making? To examine the utilization of epidemiological studies of air pollution upon anti-air pollution policy, the author, using meta-analysis. Collects 119 cases from 1960 to 1990 in the USA. The effective reliability of this study reaches 0.95. Seven indictors are constructed: funding sources, the involvement of policy makers, the contribution of the study. Policy orientation of the study, usefulness of research. Instrumental and conceptual use. Gap-bridging strategies are developed to promote the use of air pollution epidemiology in policy-making context. The completion of these tasks help us to strengtnen the use of environmental studies in environmental policy making.
