一人圖書館組織結構普化現象顯著，編制員額少，預算財政困難，怎樣突破經營 瓶頸，藉以發揮預期功能，是圖書館行政亟待解決的問題，本文企圖從行政組織法的觀點分 析一人圖書館組織現狀，並提供有效經營之權變策略。

　　　　　The growth of one-man library structure is diffuse very clear. It encounters great strait in the rigid limitation of the staff and budget. Accordingly, wiht a view to break through this bottleneck and get the predicted effectiveness of operation, the urgent problem to be solved in the library administration, this article intends to analyse the organization and status quo of one-man library and provide effective strategy for delegating management from the legal points of the administrative organization.
