     本文試圖在模糊環境下,應用模糊集合理論於郵政局屋計畫評選的問題 上,文中提供一套模糊多評準決策方法,此方法是依據模糊集合理論與層級結構 分析為基礎所構建而成。各決策者可利用語言變數與模糊數分別就各準則之權 重,與各替代方案在各決策準則下之適合情形進行評價。文中方提出另一套模糊 數的排序方法,此法最初由Kim與Parr所提出,Kim與Park認為評等者風險態度指 標是在資料輸出階段,依決策者最後之風險承擔態度,決定該值。本文提出另一 新的方法,即直接由群體決策者的評等資料裡,直接導出群體風險承擔的指標。 最後,將本文所構建的方法應用於郵政局屋興建計畫的評選問題上。
     This paper discusses the potential application of fuzzy set theory to postal establish hmentinvestment strategy selection in the area of postal management under fuzzy environment. A fuzzymulticriteria decision making algorithm is presented. The methodology is based on the concepts of fuzzy set theory and the hierarchical structure analysis. The linguistic variables and fuzzy numbers are utilized to evaluate the subjective assessment about criteria weightings and the appropriateness of alternative strategiesversus selection criteria. A revised method for ranking final scores with index of optimism which was originally proposed by Kirn and Park is also proposed. Our revised method is based on the stage of datainput for computing the total index of optimism in multi-person decision making problem, instead of giving the index of optimism independently by a decision maker on the stage of information output. This new look at the index of optimism reflects the pooled risk-bearing attitude of multi-judge. The index of optimism is determined by the evaluation data conveyed by the decis on makers at the beginning of data input stage. Theme thodology is verified with an example to define the optimum postal establishment investment strategy.
