對館藏施以評鑑是館藏發展中不可缺少的過程，唯有經由評鑑，才可以真正地瞭 解資料被讀者使用的情形，並有利於圖書館館藏發展的決策。傳統實施館藏評鑑的方法是以 流通數據作為圖書館全部館藏利用的指標，但這個方法一直都被認為不可靠的，尤其是讀者 於館內利用資料的情形被忽略，若只是採用流通記錄，則將產生偏差。因此，館內資料的使 用評鑑，便為評鑑館藏使用時不可或缺的一部份。圖書館若能夠瞭解讀者館內外使用資料的 情形，則能夠針對讀者需求提供更佳的服務。

　　　　　It is necessary to evaluate the collection of library, because we can know the use situation of materials, and make the collection development policy. The circulation rate is the traditional evaluation method, but this method is deficient. The in-house use of materials is the integration of the collection evaluation. Both the circulation rate and in-house use respond the use situation of materials and regard as the indication for library services.
