The yearly changes of the number of primary school students in urban areas obv-iousiy affect school scale planning and campus planning. This article analyzes the yearly increasing and decreasing changing rules of the primary school students in Taipei from the urban planning and construction planning point of view Important research conclusions are as follows: 1. The number of primary school students of the various administrative regions of Taipei, due to their historical development differences, can be classified into three categories of annual drastic increase, stable growth, and annual decrease. 2. When seeking to establish control and predication methods of school area student numbers, every guiding principle should first be mad clear, including the stipulation of student number per class in an ordinary classroom; defining of the number of vocational classrooms corresponing to ordinary classrooms; ascertaing of the total space development quantity under integrated campus planning; establishing of population predication files of students graded age 3 in the school areas; and finalizing of whole city school areas adjustment priciples and methods.
