　　　　　建築規劃是建築物在設計工作前重要的準備工作。對一些機能複雜或變動性較高 的建築物（如醫院、機場、圖書館等）而言，它更顯得重要。建築規劃報告是將業主的需 要、想法以及其他相關資料有系統的提供給設計者，成為他們在設計工作時決策上的重要 依據。缺少了規劃報告的協助，必然會影響到建築設計成果的品質及效能。國內的圖書館 在房舍的建築與使用上有不少問題，這些問題多少和當初未能做好建築規劃有關。一般而 言，造成這些問題的原因有下列幾項：缺乏規劃資料、相關標準的陳舊、對規劃工作的認 識不夠、規劃報告內容失當、報告撰寫者不明確，以及設計者和館方的關係不佳等等。本 文嘗試著除了對上述各種因素在內容、關係及其影響性方面加以說明外，並提出三點建議 。第一在圖書館的教育工作上加強學生及從業人員對有關建築規劃工作認識。第二充實相 關的研究資料以期能使規劃報告更符合實際的需要。第三提升館員在規劃工作中的地位與 職責，以期使規劃成果能更有效的落實在管理和服務的工作上。
　　　　　Architectural programming is a crucial step in the process of building delivery in libraries. As a media of communication between clients and architects, the architectural program can help designers to grasp the needs and wishes of clients more detailedly and clearly. The purposes of this article were to discuss the problems in the process of architectural programming in libraries, and to find the possible solutions for them. After reviewing some casees, it is obviously for us to find the problems of architectural programming in libraries as follow: the lack of programming knowledge and information, the inadequacy of contents and presentation in program, the looseness of quality control in program, who shall write the porgram, and the bad relationships between librarians and programmers. The quality of physical environments and services for user in libraries would be worse if those problems can not be solved from now on. In the conclusion, authors suggested following solutions for those problems were to strengthen the contents of architectural programming in the course of "Library Administration" , to enrich the research information in library building, to offer more reference or handbooks for librarians about architectural programming, and to promote the status and responsibility of librarians in programming committee.
