This report is presented in the Workshop of National University and College Librarianship held on November 24-26, 1994. The author discusses the recent developments of the construction of information infrastructure in Japan which is redefined with an impact of NII plan of USA announced in 1993. The author firstly presents historical aspects of Japanese society in terms of information use or communication, then depicts the current characteristics of information technology in Japan. The main part of this report summarizes the recent developments in construcing information infrastrcture in Japan. The author introduces the followning crucial governmental activities concerning the NII plan in Japan: (1) Recommendation by Telecommunication Council to the Minister of Post and Telecommunication; (2) Report of Information Industry Subcommittee, Industrial Structure Council to the Minister of International Trade and Industry; (3) Report of Science Information Subcommittee, Science Council to the Minister of Education, Science and Culture; (4) Report of Forum on Research Information Network, policy Committee of the Council for Science and Technology to the Prime Minister; (5) Ongoing discussion at the Experts Forum, Headquarter for the Promotion of Advanced Information and Telecommunication Society. Lastly,the author puts comments on the NACSIS (National Center for Science Information Systems) activities which have direct connection to Japanese university libraries including an experimet of electronic library system.
