本文之主要目的，在於修正Baily(1978)的的模式，並以之分析失業保險
(UI)稅率與給付對失業勞工尋職努力程度、保留工資及失業期間等之影響。研究
結果指出:UI給付對尋職努力程度與保留工資發生一種所得效果，而UI稅率變動
之影響，則包含所得與代替效果。本文進而將最適課稅理論之方法應用於此模
式。求取UI最適稅率與給付水準的決定條件。根據研究結果，本文認為實施UI
制度應該徵收保險費，以其收入應付UI給付支出。

The purpose of this paper is to use a revised version of Baily's (1978)model
to analyze the effects of UI benefits and Taxes on unemployedworker's search activity,
reservation wages, and duration of unemployment. Among other results, it is found
tha; ivhile changes inUl benefits exert an income effect on search efforts and
reservationwages, changes in the rate of the UI tax; which is used TO financeUl
payments, exercise both income and substitution effects. Wethen apply the optimum
taxation approach to the model to obtainthe conditions which determine the optimal
levels of UI benefitsand tax rate. This paper concludes that Ul payments should
befinanced by the revenue from UI premiums, rather than by generalgovernment
revenue.
