圖書館是現代機構之一，一九七０年以來，不斷引進行政與管理學的知識與技術 ，以期圖書館的經營管理亦能符合現代機構管理的精神，與現代企業的有效經營並駕齊驅。 本文以公共圖書館之組織結構與人員編制為題，作初探性研究。本文探討之內容包括：組織 結構與人員編制之意義與內涵，圖書館組織結構與人員編制之類別，公共圖書館層級組織、 矩陣組織、授權組織之組織結構與人員編制，並以國內外公共圖書館之實況說明之。

　　　　　In order to manage library effectively, modern administrative and management theories and techniques have been introduced and applied to library administration and management ever since 1970. This paper is to study the organizational structure and position classification of public libraries in the following aspects: the meaning and contents of the organization structure and position classification, the types of library organizational structure and position classification, the hierarchical, matrix and delegational organizations of public libraries, as well as organization charts chosen from various public libraries used as examples.
