In recent years, after more and more cable television stations have been established by cities, towns and enterprises in China, many problems such as lack of management in planning, program control, and technical standards arise. Therefore, the Chinese government promulgated some temporary measures for regulating cable television in 1990 and more detailed implementing rules in 1991. In Taiwan, cable television emerged as a form of illegal practice. The Cable Law was passed in July 1993 and It was a compromise among political parties, interest groups, and the illegal cable operators. Before the Law was passed, the most controversial issue was franchise exclusivity. The Law finally decided that one designated area can have at most five cable systems. China and Taiwan have different political and economic environment. The ownership, structure, distribution. and content of cable television on both sides of the Taiwan Straits are very different. In Taiwan, cable television is a local medium. but it was centrally controlled. Although cable television is regarded as the mouthpiece and propaganda instrument of the Communist Party by the Chinese government, it remains a local entertainment medium there. This paper compares the law & regulation of cable teleyision in China and Taiwan. Methods employed for the study include literature reriew and in-depth interviews of some key cable operators and regulators of cable television in China and Taiwan.
