營建工程計劃與管理控級工作力求工期短、成本低、品質好、夜益高等多項互相牽制，甚至矛盾的指標，傳統的工程計劃方法無法有效的處理這項複雜的規劃工作。本研擬採用要徑法與目標規劃的技術，組織網圖技術、工期、作業時間、勞務資源、材料資源、成本、效益等各項要素之間的營建工程計劃模式，並利用相關數據及資料模擬各種替選方案，進而採用敏感度分析求取工程最適方案，供管理者參考。

　　　　　The planning of building construction is affected by a number of factors, the number of considerations multiply and the complexity of relationships increase. None of existing methods allows for the simultaneous consideration of the construction management within the limits and goals set by resources of a building project. The main purpose of this study is to formulate a model which combines the techniques of CPM and goal programming. To this end theoretical framework of construction is examined. This is followed by the formulation of a model. The calibration runs and the results of the sample testing.
