　　　　　本文建立一個具備完全預知特性的固定匯率制度模型，藉此探討：一個實施自由貿易政策的固定匯率制度國家，在面臨國際收支持續逆差，外匯存底不斷流失的窘境下，如果民眾充分地瞭解，一旦外匯存底耗損至某一特定的下限水準時，政?將透過進口關稅政策的實施，來維護外匯存底於下限水準，不再持續地耗損。在全文的分析中，我們發現，政府當局所能容忍的外匯存底下限水準與其實施進口關稅政策的時機密外相關，因此，進一步利用圖形，詳細地說明，外匯存底的下限水準將如何影響經濟體系的動態調整。
　　　　　Following Frenkel-Rodriguez's (1982) work, this study builds a modified perfect foresight model to show that countries could employ tariff policies to prevent foreign exchange reserves from unceasing loss under the fixed exchange rate regime. A critical foreign reserve level could thus be maintained with complete awareness of the people. Moreover, tolerable critical foreign reserve levels are closely related to the implementation time of government's tariff policies. Graphs are also used here to demonstrate dynamic adjustment effects of the critical foreign exchange reserve level on the economy.
