To raise the government administrative image, to accelerate the adminis- trative efficiency, and to gain the public-service convenience, the government enforces the administration renovation/reengineering persistency in recent years . To realize this objective, an effective tool for the strategic planning of the implemen-tation of office automation at the administrative organization is neces sary. Theory of Constraints(TOC) emerges one of the most robust tools prevailing today. The major objective of this research focuses on the effective application of the TOC concept in the practice of document management automation at administrative organizations. In this research,the philosophy and methodology of the TOC are addressed first. The core problem and the corresponding undesirable effects in the implementation of document management automation are then identified. To scrutinize and overcome the found core problem and those undesirable effects, an ideal implementation plan as well as its corresponding imitiator's actions are derived accordingly. Through extensively putting it into practice. we demonstrate that the TOC, a systematic and logical thinking proccess, is very suitable for administrative strategy and action planning, It is worth propagating the TOC concept into other governmental organizations.
