As representatives of the Emperor, the evnoys implemented imperial orders in their missions with some identificaiton objects, such as the Jie or the Fu. These objects facilitated their activities in giving orders to the administrative officers and carrying out surveillance upon them. The imperial envoys had the authority to command the officers of all ranks and execute imperial orders far away from the Capital. Even when they could not obtain imperial permission in time, they were able to take the decision themselves on important affairs, which were normally by the Emperor.
