　　　　　在1930年代，具有理想主義的改革者，企圖建立以現代建築設計方法，大量興建國民住宅，以代替他們過去以特殊角度所提出後來卻受到摒棄的計畫。而在1949年住宅法案通過之後，一項以興建高樓層低收入住宅，來重建美國都市的實驗，很快便宣告失敗，而今則有人提出讓窮人的居住在接近富人的環境，將有助於改善貧窮問題。本文從三個階段討論低收入住宅政策是如何在理想主義的引導下造成失敗。就未來發展而言,低收入住宅政策不應該再視為同時解決許多都市深層問題的萬靈丹，而是定位為社會福利政策的重要項目；而住宅政策的倡導者，則應反對以提供最多居住單位為目標的住宅方案。
