Through the case study of two street community centres of Xicheng District fo Beijing, it is found that their functions of service are changing, from the "administration-oriented type" to the "management-oriented type". The essential reson for the change is to make a living and improve their livelihood. In that changing process, the street community service centres have unconsciously deviated from the social goals they should take into consideration and have therefore impaired the social justice. To put right this situation, the government should shoulder the responsibilities it ought to take.
