　　　　　本文主要是借重經濟學的觀點討論毒品管制的若干問題。欲以經濟學的立場討論毒品管制問題，首先必須釐清關於毒品相關犯罪人的理性問題。其次，本以菸酒為例，探討有關菸酒稅賦方面的變化可能產生的影響，並指出：此一觀點仍可適用於毒品犯罪上。而後，本文並針對各種毒品管制的方式及其可能造成的影響加以討論，同時指明管制方式的採用必須明確的敘述政策目標。最後，本文認為，合法化並非毒品管制的唯一方式，差別定價制的觀念也有適用的空間。
