　　　　　二次大戰以降，公民投票在西歐是常見的事，這主要涉及在政治過程中欲增加公共參與的機會，因為政治參與的原始功能在於教育的意義，其能促成議題更加為人所通曉，公民從此更加的自足。有鑑於政治參與的受肯定，西歐議會民主國家採行公民投票的次數，在過去三十年內不斷增加，而且地方性公民投票的增加更是明顯。當今除了像奧、法正思考擴大現有的規定外，若干沒有規定全國性公民投票的國家，像荷、比、德亦正在討論是否採行。由於西歐代議制度的國家相較於美國，政黨長久以來掌握統治的機制，在國家與社會體系中擁有優勢地位，因此本計劃將採取功能研究途徑，評估公民投票置於執政政黨「控制下」與「非控制下」所產生的功能變數，畢竟「意圖」與「結果」不一定一致，且有其變異，再利用西歐各國重要的例證輔助詮釋，以擴大國內對公民投票的認識，並做為設計公民投票制度的參考。

　　　　　After World War Ⅱ the number of plebiscite (or referendum) was growing in West Europe, especially in anticipation of political participation. It goes wihtout saying that the political participation should contribute to the education of citzen. As to this situation, Austria and France are considering how to widen the existing scope of the plebiscite; Holland, Belgium and Germany are discussing whether they should carry out the plebiscite or not. This paper attempts to analyze the functional variables of the plebiscite under the control or non-control of the governmental party.
