After World War Ⅱ the number of plebiscite (or referendum) was growing in West Europe, especially in anticipation of political participation. It goes wihtout saying that the political participation should contribute to the education of citzen. As to this situation, Austria and France are considering how to widen the existing scope of the plebiscite; Holland, Belgium and Germany are discussing whether they should carry out the plebiscite or not. This paper attempts to analyze the functional variables of the plebiscite under the control or non-control of the governmental party.
