　　　　　組織重組是組織追求生存及積極發展，對於不合時宜的組織結構及其工作關係等作有計劃的改變，以因應新事務和新需求；組織重組經常是政府變革的重要議題。 面對政府角色的蛻變和組織的變革正席捲全球，形成難以抵擋的風潮和衝擊之際，組織重組將成為政府組織因應新局勢的重要行動策略。本研究從歷史角度分析美國政府進行重組之原因及發展，從而歸結出若干的啟示，以作為政府組織重組之借鏡。
　　　　　Reorganization is to conduct a planned change to the readjust outdated organizational structure and its task relationship in order to cope with new demand. In the past years, reorganization is always an important issue in government reform. The central topic of this thesis is to study the history of government reorganization in U.S.A.. The author is concerned with analyzing its cause and development stage. In conclusion, an evaluation of history of government organization will be presented, and it is hoped that this research can be used for reference of our government.
