本研究係依我國現況且參照各國館際互借制度，研訂「全國圖書館館際互借規則 」，並研擬具體辦法及流程作為今後實施之參考。「全國圖書館館際互借規則」係全國各類 圖書館一致遵守之互借規則，在具體條文中，明定圖書館暨資料單位互借之目的、範圍及借 貸雙方圖書館之權利與義務，俾加強其合作關係，促進彼此間圖書之交流與利用。各類型及 不同規模圖書館均可依據此一規則相互流通圖書資料，在不妨礙其本身服務之原則下，謀資 源之共享。

　　　　　The aim of this project is mainly to design a "National Interlibrary Loan Code." This code is based on the current status of interlibrary loan in Taiwan as well as various countries' interlibrary loan codes. This code provides general guidelines for the requesting and supplying of materials between libraries, including purposes, scopes, privileges and rights. According to this code, the different kinds of libraries in the country could lend and borrow books and materials between them.
