法律首條為總說明進入每一條文的關卡，其指明立法目的並規劃與周邊法令之適 用關係，本文作者嘗試以立法技術觀點擬具圖書館法首條內涵，俾供有關當局參考。

The author intends to define the content of the First Legislative Article from the viewpoint of legislative drafting with a view to provide some suggestions for the authorities.
