The National Digital Library Program (now known as "American Memory") of the Library of Congress is one of the most successful electronic library programs in the United States. It can serve as a good example for digital library/museum programs in Taiwan. This article first introduces the American Memory Pilot project and its purposes, experiences, and results. Then, the fund raising process, digital collections, access tools, and the participation of K-12 educators of the NDLP are described. At the end, the author proposes ten challenges of building an effective electronic library and her suggestions, hoping to provide some background information as a reference for researchers interested in this topic.
