　　　　　社會指標經常被決策者作為監測整個社會系統、確認變遷、甚至成為改變社會變遷途徑的工具。不可諱言，我們若將其時間序列推演到未來，它將是一個能幫助決策者制訂較實際具有可行性的政策，縱使它在方法論上有些許的缺點。然而，本文認為社會指標雖是一個極為有用的政策的工具，但不可一味視為制定決策的萬靈丹。質言之，社會指標只是有助於決策者瞭解事情的背景和影響政策備選方案的選擇，但並非直接幫助他們作決策。本文指出運用社會指標明顯的困擾因素，包括：量化問題、價值判斷與價值加權，這些因素經常是造成在運用社會指標時的政治面向限制。最後，為增進社會指標對政策分析的功能，本文從社會指標制度化觀點提出一些具體建議。

　　　　　As an applying methodology, social indicators are used to monitor the social system, helping to identify changes and to guide intervention to alter the course of social change. Extending time series into the future, this paper argues while social indicator is an imperfectly developed art, it enables to help decision-makers to formulate more realistic planning. One the other hand, this paper suggests that social indicator can only serve as a function of enlightenment for the policy-making process. From the perspective of quantification, value judgment, and value weighting, this paper further identifies a variety of political constraints on the use of social indicators. To avoid these difficulties, this paper suggests institutionalization of social indicators is imperative.
