　　　　　在前蘇聯共黨統治時期，軍隊的主要功能是穩固政權和作為實施對外政策的工具。然而，戈巴契夫上台後，他所提出的新政治思維和政革方案，卻影響到軍方的角色和地位，甚至導致一場流產的政變。 隨著俄羅斯聯邦的獨立，軍方因整個社會和政經體制的轉型而找到參政的空間，軍方甚至形成「反對勢力」。但受制於俄國政治文化的訴諸權威，以及現行政治結構的缺乏國會和法律制衡，葉爾欽總統仍能維持軍隊的忠誠，使軍隊處於「非政治的」狀態。 僅管如此，當俄羅斯環境改變，葉爾欽健康發生變化時，軍方的角色仍有隨之發生變動的可能。這就凸顯了軍方在轉型過程中難以預測的一面。
