     為了因應今後大環境的各種考驗與尋求未來發展的新契機,近年來全面品質管理 逐漸成為美國圖書館界與圖書館從業人員所關注的一個新課題。然而圖書館全面品質管理 的內涵究竟為何,如果不能得到一個清楚的輪廓,不但使人莫辨方向,而有關施為上也必 然出現各種論點的矛盾牴觸,最後在執行上可能產生混亂而徒勞無功。本文擬就美國圖書 館全面品質管理的內涵、意向與可能產生的效益等各方面,均納入主要探討的範圖,同時 對於在實施上所浮現的重大障礙,參考有關文獻提出應有的認知與引申。
     The total quality management (TQM) is a process, a technique, a management style, a goal and a tool. Most important of all, TQM means quality service. However, these are concepts largely unfamiliar to libraries but which seem to have strong potential to offer new insights and strategies in library management. This paper attempts to expound the theoretical advantages of TQM and the barriers of its application in U.S. libraries.
