　　　　　This paper examines the political role of economic intervention in Hong Kong and Taiwan. It takes issue with the common assumption that government intervention/non-intervention in the two places is concerned mainly with the management of the economy. Instead, the paper proceeds from the view that since intervention affects not only the trajectory of economic change but also the distribution of resources and privileges, it can be used as an instrument of rule and regime maintenance. The different patterns of selective intervention, namely, the bias for commerce but against industry in Hong Kong, and the protection of domestic oligopolies versus the indifference towards the export sector in Taiwan, have to be understood not only in economic or developmental terms but also in political terms.
