本文旨在從策略性觀點提出我國國民生活品質提升的策略性計畫。作者首先就策 略性計畫要素 (含原理 / 價值、願景、任務陳述、目標、策略、情境分析和再評估 ) 作扼 要界定，接著，就「生活品質」一詞作解釋。緊接著，作者以「國民生活品質提升」為例提 出具體的策略性計畫範例，最後則為行動計畫。

　　　　　The author proposed a strategic plan for enhancing the quality of life for residents of Taiwan, Republic of China, from the strategic planning point of view (SP) First, the author defined the following key elements of SP: principles/values, vision, mission statement, goals, strategies, situational analysis and reassessment. Second, the meaning and scope of quality of life were explained. Finally, a specific strategic plan and detailed action plan for enhancing the quality of life for residents of Taiwan, ROC, were proposed.
