The shortcoming of budget for foreign academic journals has impacted library deeply. Moreover, the journal market is a monopoly one. Libraries are more and more difficult to get money from the universities or their parent organizations to maintain journal subscriptions. Journal deselecting becomes one of the most popular ways to respond this problem. On the other hand, the advancement of new information technology and network improves the turnaround time and quality of interlibrary loan (ILL) and document delivery services. The authors conclude ILL/DD offer another viewpoint to the new dilemma for academic libraries in the acquisition, cooperative collection development and management, toward cost-effective and economic performance.
