　　　　　1956年Tiebout以足投票假說之提出為地方財政理論研究奠定基礎，而其中心精神之一地方財政因素會影響房地產價格及居所選擇廣受注目。本研究主要目的在以臺北市和高雄市為例，探討地方公共支出和財產稅對人口遷移是否有影響效果存在，以期能作為政府地方公共政策之參考。本文首先回顧相關文獻，以作為本研究立論基礎; 其次利用個體效用理論，以明確界定變數間之影響關係，再以最新的計量方法（共積檢定法）對臺北市及高雄市地區時間序列資料進行分析，以瞭解地方財政因素對人口遷移之影響效果。
