The purpose of this study is to discuss the philosophy and objectives of public library services, the characteristics of public library organizational systems of various countries, and the current organizational systems of public libraries in Taiwan. After examining the organizational systems of libraries in Taiwan, including their founding regulations and rules, their organizational hierarchies, their status within their parent institutions, as well as their organizational structures and subordinate units, this study makes some suggestions for the improvement of the organizational systems of public libraries here is Taiwan as follows: to promote the ratification of the Library Law in the Legislative Yuan; to amend the current regulations and rules regarding the organizational system hierarchies of various public libraries; to increase financial resources and manpowers of public libraries; to solve the problems involved with the laws and regulations regarding recruiting library staff and accreditation of librarian's status; to promote the library advisory systems in order to make up the deficiencies in current organizational system hierarchies of various public libraries; to initiate organizational change in order to improve the organizational effectiveness of individual public library.
