本文以現有法令政策及產業環境因素為前題，探討有線電視產業新進業者的競爭 問題。臺灣特殊的有線電視文化，造就了目前產業中，存在蓍既有業者與新進業者同時競爭 有線電視登記營運許可證的不公平現象，這對於新進業者經營有線電視而言，是莫大的進入 障礙。本文試圖找出影響新進業者進入產業的相關優劣條件，並探究其為何降低加入有線電 視產業的意願因素。分析各項結果顯示，政策制定考量的不夠健全，影響至整個有線電視產 業的環境因素，造就集團相互牽制壟斷有線電視產業市場。

　　　　　This essay deals with the entry competition among cable TV (CATV) operators by analyzing the regulation and the industrial environment. There are two types of operators in the Taiwanese CATV industry--the new entrants and the incumbents. The government creates a huge entry barrier when it requires the new entrants to compete with the incumbents for the CATV Franchise Agreement at the same time. This essay describes the factors that result in the discouragement for the new entrants to get into the CATV industry. The findings in this essay indicate that the lack of considerations in the policymaking process may have serious implications for the status quo. Several suggestions are made to remedy the problem.
