　　　　　過去廿年來，有關非營利組織策略管理的研究呈現快速成長的現象，而策略管理 研究焦點可略分成三大部分：策略形成、策略內涵以及策略執行。其中有關策略形成方面， 研究焦點一直甚為狹隘，缺乏對策略制訂過程的探討。 本文主要目的在於評估威斯康辛州非營利組織在策略管理上的成功經驗，並認為非營利組織 在決策者、行政官員、研究者以及實務者之間透過建立政策相關資訊的整合機制，是初步影 響家庭政策制訂的關鍵因素。
　　　　　Research on strategic management in nonprofit organizations has experienced rapid growth in the last twenty years. The research focus can be divided into three components of strategic managemtent: strategy formulation, content, and implementation. With regard to strategy formulation, the focus of research has been narrow, lacking investigation into broader questions of strategic decision-making processes. The purpose of this paper is to evaluate the successful strategic management experiences of nonprofit organizations in Wisconsin. It is concluded that building linkages among state policy makers, agency officials, researchers, and practitioners throuth the exchange of policy-relevant information is key to nonprofit organizations' initial success in influencing State family policy.
