We build up this comment on the Wu and _Yeh(1997) paper published in this journal. We identify several theoretical as well as modeling problems in that paper regarding the welfare measurements of multipart environmental quality improvement. Ignoring the characteristics of non- marketed environmental goods and involving the traditional welfare approach would bias the benefit estimate in valuing the changes of environmental goods. The original empirical results cannot be used to confirm the theoretical expectation about the measures from the sequential and holistic evaluation.
