     晚近的內土成長理論強調研究發展(R & D)不僅藉由創新提高技術效率;更重要的是,研究發展的外部性所帶動的技術擴散,是促使經濟持續成長的主要動力。本文以臺灣1981-1996年製造業中分類(two-digit)產業的panel data為實證分析對象,檢測研究發展對生產力的貢獻及產業問 (inter-industry) 的技術擴散效果。將製造業分為輕、重化工業與高、低R & D產業,並允許各產業因產業特質差異而存在不同的技術水準。實證估計結果發現:一、除了輕工業外,重化工業與高、低R & D產業之研究發展對生產力均有顯著的貢獻;二、重化工業與高、低R & D產業的研究發展存在遞增的報酬;三、不論是輕、重化工業或者是高、低R & D產業,均存在顯著的R & D外溢效果,惟其中重化工業高於輕工業,高R & D產業大於低R & D產業。
     According to new growth theory, R & D has been proposed to be the endogenous core factor that sustains long-run economic growth through persistent inventions and innovations. Moreover. R & D carries the property of knowledge spillovers which reinforce its enduring growth. Using Taiwan's two-digit industry data pertaining to the period 1981-1996, excluding the Ught industry, this paper finds positive and increasing returns of R & D effects on industry's output for low- and high-tech industries and heavy and chemical industries. In addition, positive and significant R & D spillovers exist across all industries. However, the spillovers effect is found to be higher in the high-tech and heavy and chemical industries.
