隨著「正常化」(normalizatjon)理念的影響及「反機構化」(dejnstitutionalization)安置的原則,身心障礙者的生活範疇已不再侷限於家庭或機構內。就我國於民國86年所公佈「身心障礙者保護法」的條例中,亦列有相關法令明訂各級政府與民間機關團體不得以身心障礙作為拒絕其就業或參與社會活動之理由,顯見當前提供障礙者服務的終極目標在於盡可能增進其參與社會的角色,過正常的生活,俾以提升其生活品質。因此,如何在社區中獨立生活、如何在社會接納下參與社會,履行社會角色,身心障礙者的社區適應(community adjustment)便顯見其重要性。然而,探討身心障礙者社區適應的文獻又極為缺乏,因此本文擬就教育與社會褔利的觀點,揭櫫社區適應的含義與內涵,探討身心障礙社區適應的現況,以及影響身心障礙社區適應的因素,期以另一種視野,以供改革發展身心障礙者教育與社會福利之參考,俾全面性提升其生活品質。
