[目的/意義]大數據時代,政府的"數據孤島"獲得新的流動方式,數據的釋放被賦予高價值的預期。[方法/過程]數據的深度分析為政府創新管理模式、實現智能化服務、提高系統內運行效能等創造了實現路徑,但這一路徑的實現面臨著極大的挑戰,包括對政府大數據如何應用,如何與外部數據進行耦合等問題尚有很多討論空間。[結果/結論]文章圍繞數據的匯聚、整合、共享、開放和應用,從理念、制度、技術、保障等方面提出對策和建議。

[Purpose/significance] In the era of big data,the "data island" of government flows in a new way,and the release of data is given high expectations. [Method/process] The thorough analysis of data can provide a path for realizing government innovation management mode,intelligent service system,system operation efficiency upgrading,but the realization of this path is facing great challenges,including how to use big data of government,and how to couple with the external data,which need further discussion. [Result/conclusion] The paper focuses on data convergence,integration,sharing,opening and application,and puts forward countermeasures and suggestions from the aspects of ideas,systems,technologies and security.
