新疆兵團與地方(以下簡稱兵地)"你中有我,我中有你"的地理分布特點,決定了兵地在防治水害和水資源開發、利用、保護及管理過程中必然存在復雜的水事關系。科學有效的協調機制是解決此問題的根本。文中通過調研兵地在水利工程建設和水資源管理中,處理兵地水事關系的一些典型成功案例,以及訪談一些相關的當事人等方式,總結與梳理兵地之間協調水事關系的一些好的做法和經驗,在此基礎上探究新疆兵地水資源協調機制。

It is one of geographical distribution characteristics of Xinjiang region and Xinjiang production & construction corps that they are closely related to each other.It determines the existence of complex water relations between region and corps in the process of water hazard control and water resources development,utilization,protection and management.Scientific and effective coordination mechanism is the basis to solve this problem.This paper makes a preliminary study on the coordination mechanism of water resources between Xinjiang region and Xinjiang production & construction corps,by the investigation some typical successful cases of treatment water relations between region and corps in the construction of water conservancy and water resources management,as well as interview some relevant parties and other methods.
