空氣污染已嚴重影響中國居民的生活質量,而霧霾天氣尤其頻發于北方冬季。本文著重考察北方冬季燃煤供暖對空氣質量的影響,通過使用華北39個城市從2013年10月1日至2014年5月31日的每日面板數據,在控制氣象條件與節假日的情況下,長動態面板的估計結果顯示冬季供暖使空氣污染加劇了約20%,占供暖期相較非供暖期大氣污染物增量的約三分之二(其余約三分之一為氣象因素)。進一步的斷點回歸顯示,燃煤供暖的污染效應存在一個逐步升溫加壓、污染物累積的過程,并非一蹴而就。在城市供熱面積保持高速增長的背景下,提高供熱效率及使用清潔能源成為當務之急。
Air pollution has severely affected the quality of life in China,and hazy weather often happens in North China during winter. This study focuses on the effect of coal-fired winter heating in North China on air quality. By using a daily panel of 39 cities in North China during October 1,2013 to May 31,2014,results from dynamic panel estimations after controlling for weather conditions and vacations show that winter heating increases air pollution by about 20%,,which accounts for about two third of the elevated air pollution between winter heating period and non-heating period,and the rest one third is due to weather conditions. Results from regression discontinuity design and even study further show that the pollution effect from coalfired heating does not happen immediately at the start of winter heating,but accumulates over time. Given that urban heating area continues to grow rapidly in China,it is imperative and urgent to increase heating efficiency and promote the use of alternative clean energy.
