現代公共圖書館服務體系建設的諸多問題均與人力資源保障息息相關。文章通過政策法規內容分析、個案研究以及專家咨詢,以廣州"圖書館之城"建設為例,探討現代公共圖書館服務體系人力資源保障的可能路徑。文章從事業單位人事制度改革大背景下的用工模式、人力資源數量保障以及人力資源質量保障三個方面,提出九條可能的路徑:(1)多種用工模式并行,保障現代公共圖書館服務體系人力資源;(2)以政府購買服務為主、臨聘人員為輔,補充市區級圖書館工作人員數量;(3)在區域總分館制架構下,發揮區圖書館的區域總館作用,統籌保障鎮(街道)圖書館人力資源;(4)以臨聘人員(用工單位臨聘)配合事業編制,建設市區級圖書館核心隊伍;(5)用好政府購買服務,配合核心隊伍建設,提升圖書館服務專業性;(6)探索政府購買服務崗位機制,保障核心隊伍建設和發展;(7)用好政府購買服務,在中心館統籌下,倚重外部力量完成人力資源保障的崗前業務培訓和繼續教育培訓;(8)繼續教育專業化、系統化、主題化、長期化、廣泛化;(9)探索以市圖書館學會和市中心館為主導、以專業學歷教育和繼續教育為主線的職業資格制度,并以廣州市公共圖書館服務體系人力資源保障機制建構為例,分析各路徑的相關責任主體及相應責任。
Many challenges to the development and management of modern public library service system are related to the provision of human resources. Based on previous surveys,this paper uses Guangzhou( a"City of Libraries")as an example to explore the possible solutions by using the methods of policy analysis,case study and expert consultation. This paper puts forward nine possible approaches covering three main aspects which include the modes of employment,the quantity and quality of human resources.(1)Multiple employment modes should run in parallel to secure human resources for a modern public library service system.(2)Government purchase of services can supplement the quantity of human resources in urban level libraries by temporary employees.(3)Under the framework of regional main-branch library system,the regional main library should play the role in ensuring the availability of human resources in branch libraries.(4)By combining regular library staff with temporary employees, core groups serving government affiliated institutions can be built.(5)By making good use of government purchase of services and coordinating core group building,the professionalism of library service teams will get enhanced.(6)The mechanism of government purchase of services for ensuring the building and development of core groups should be explored.( 7)Under the coordination of main libraries and with good use of government purchase of services, pre-employment training offered by external bodies may be provided.( 8)Continuing education should be professional,systematic,thematic,extensive and with long-term effects.(9)The relationship between professional qualification system as offered by library societies and city central libraries,and the current library science education and continuing professional education should also be explored. The related subjects of responsibility and their corresponding responsibilities of each above approach are analyzed within the context of Guangzhou City.
