In view of the lack of a unified syllabus and a systematic curriculum for reading guidance, it is necessary for primary and secondary school libraries to play a role in the cultivation of the students’ reading literacy. As a result,a reading guidance curriculum,including course and tests,are designed according to PISA,and it is then put into practice. Based on the independent sample T test,an analysis is made of the reading literacy of both the experimental party and the reference party. It is found out that the reading literacy of the experimental party has been improved significantly,and the designed reading guidance curriculum turns out to be effective.
