一帶一路戰略推進了我國民族地區的地方合作,擴大了地方合作的廣度和深度,形成了"內外雙向"的區域合作格局。同時,由于地方之間長期存在競爭關系,導致國內合作與國際合作存在脫節現象,國內合作不足影響和制約了國際區域合作,需要協調地方之間的關系。另一方面,一帶一路需要城市群作為支撐,民族地區城市群內部聯系松散、發育水平低下,需要加強地方之間的合作。推進一帶一路,民族地區需要注重國內合作與國際合作規劃之間的銜接與配合,通過國內合作支持國際合作,同時加強城市群內部的協調機制建設。

The ‘One Belt and One Road’ strategy promotes the local cooperation of minority areas in our country, extending the width and depth of local cooperation and forming a regional co-operative pattern both at home and abroad. In the meantime, there is a gap between domestic coop-eration and international cooperation due to the long term competition among the local governments.The insufficient of domestic cooperation affects and constrains international regional cooperation which needs to coordinate the relations among the local governments. On the other hand, the ‘ One Belt and One Road’ strategy needs groups of cities as the catch point whereas the internal links among cities in minority areas are loose and the level of growth is low. Local cooperation needs to be strengthened. To promote the construction of the ‘One Belt and One Road’,minority areas need to lay stress on connection and coordination between domestic cooperation and international cooperation,and to provide support to international cooperation through the domestic cooperation. At the same time, the construction of internal coordinative mechanism of cities needs to be strengthened.
